Chief Executive Officer, Bucks County Opportunity Council


Roger Collins is Chief Executive Officer of the Bucks County Opportunity Council.  He has been with the Opportunity Council since 1994, serving as its CEO for the last thirteen years.

Prior to the Opportunity Council, Mr. Collins worked for a Fortune 500 company for 22 years in a variety of positions, including Vice President and General Manager of an international business unit.

The mission of the Opportunity Council is to help low-income people in Bucks County achieve sustainable economic self-sufficiency. Mr. Collins is a founding member of the Economic Self-Sufficiency (ES) Program, which helps low-income people leave or avoid dependency on the welfare system.  The average ES Graduate increases their household income by more than $30,000. 

Mr. Collins currently serves as a Board Director on the Workforce Investment Board of Bucks County, the Bucks County Housing Coalition and the Community Action Association of Pennsylvania, a forty-three member statewide organization that works to eliminate poverty. He has previously served on the boards of other community organizations, including Bucks County Economic Development Advisory Board and the Editorial Board of The Intelligencer.

Mr. Collins frequently speaks on economic self-sufficiency, excellence in non-profit management, outcomes and leadership.

He has received an Honorary Doctor of Public Service from Bucks County Community College.
