March 25, 2010 FEDERAL Student Aid Changes

What does it mean for me?

Really, not much other than changing some of the steps in your loan application process. Read on for the details, or skip down to learn about your financing options.

On March 25, 2010, the U.S. House of Representatives and the U.S. Senate passed The Health Care and Education Affordability Reconciliation Act of 2010 ("HCEARA" - H.R. 4872).

This bill makes major changes in several student aid programs AND mandates that, effective July 1, 2010, all federal loans, including the Federal Direct Subsidized and Unsubsidized Loans and parent PLUS, will be originated through the Federal Direct Loan Program (FDLP). The Family Federal Education Loan Program (FFELP), which permitted private lenders to originate these loans, is eliminated effective June 30, 2010.

This bill has eliminated the Family Federal Education Loan Program, and replaced it with the Federal Direct Loan Program (FDLP). This requires that starting July 1, 2010, both the Federal Direct Subsidized and Unsubsidized Loans and Parent PLUS loans will come from the FDLP.

Financing Options

Money shouldn't have to be an obstacle to your achievements. You can easily apply for a Federal Student Loan to cover the cost of education.

*Federal Direct Subsidized and Unsubsidized Loan (always borrow the maximum through one of these programs first before any other loan program)

Delaware Valley College will be a participant of the William D. Ford Direct Loan Program beginning July 1, 2010.  Please visit www.direct.ed.gov for Federal Direct Loan Information, including the Federal Direct Subsidized and Unsubsidized Loan Loan and the Federal Direct PLUS Loan.

***All Delaware Valley College students, both incoming students and returning current students, MUST complete a Master Promissory Note (MPN) to receive a Federal Direct Subsidized and Unsubsidized Loan as part of their financial aid package for the 2010-2011 academic year.

Federal Direct Subsidized and Unsubsidized Loan

  • It is mandatory for First-time borrowers of the Federal Direct Subsidized and Unsubsidized Loan to complete a Federal Direct Subsidized and Unsubsidized Loan Entrance Interview. The Entrance Interview is an on-line session that can be completed on www.StudentLoans.gov. You will need your FAFSA PIN to Sign In on this website. The session will take approximately 20 minutes and your rights and responsibilities of the Federal Direct Loan Program will be reviewed.
  • After completing your Entrance Interview, you will be directed to complete the electronic Master Promissory Note (MPN) on the same website. The Federal Direct Subsidized and Unsubsidized Loans MPN is a legal document which you sign as a promise to pay back the money you have borrowed.  You will only have to complete this form once.  It will be valid for your entire school career, up to ten years.  When you sign and date your Federal Direct Subsidized and Unsubsidized Loan Master Promissory Note, be sure to use your legal name and date of signing.
  • The Financial Aid Office will receive notification when the Entrance Interview and Master Promissory Note have been completed. Both processes must be completed for the Federal Direct Subsidized and Unsubsidized Loans to be certified and disbursed.  The Department of Education will disburse your funds directly to Delaware Valley College after the first day of class.

Please contact the Financial Aid Office at 215-489-2272 or e-mail .(JavaScript must be enabled to view this email address) with any questions you have about the Federal Direct Subsidized or Unsubsidized Loans.

Federal Perkins Loan

The Perkins Loan is a need-based loan awarded to full-time undergraduates. More specifically, at DelVal, these funds are distributed primarily to freshmen and sophomores demonstrating the highest financial need.

Perkins loans are awarded from a limited source of funding, which is why the dollars are targeted to the students who are not eligible to borrow as much through the Federal Direct Subsidized and Unsubsidized Loan program (freshmen and sophomores). Here is some general information about the Perkins Loan:

  • 5% fixed interest rate
  • 9-month grace period prior to repayment
  • Eligibility and award amounts can vary among institutions

At DelVal, if you are awarded both the Federal Direct Subsidized or Unsubsidized Loans and the Federal Perkins Loan and you decide that you only need to borrow through one loan program, please notify the Financial Aid office as soon as possible. This way, we are able to re-award Perkins to other students in need.

First-time Perkins borrowers are required to complete entrance counseling and sign the Master Promissory Note (MPN) for the Perkins Loan. The Financial Aid Office will contact you regarding this.

Current Perkins borrowers do not need to complete entrance counseling or sign another MPN.

Alternative or Private Loan Options

There are a variety of private loans for education that are available to Delaware Valley College students. The Financial Aid Office strongly encourages you to borrow Federal student loans first and then consider the Tuition Pay Payment Plan and/or the PLUS Loan before applying for a student alternative loan.

If you have exhausted less expensive financing options, such as Federal student loans, Tuition Pay Payment Plan and the Parent PLUS loan, you may want to consider a student alternative loan.

The student is the borrower for the alternative loans; however, in most cases, a credit-worthy cosigner is required. Having a credit-worthy cosigner will also likely reduce the cost of the loan (interest rate, up front and back-end fees, etc.) Please be aware that the cosigner is fully responsible for repaying the loan should the borrower stop making payments. There are some alternative loan products that offer a cosigner release option after a specified number of on-time payments are made and the borrower is credit-worthy.

How do I select a student alternative loan?

To assist families with choosing an educational lender for alternative loans, please visit Elm Select or Student Lending Analytics to view a list of alternative loan products our students and families have used. You may also view other education lenders and compare at this site. Please be aware that you are free to conduct your own research and comparison of alternative loan products and select any lender of your choice.

Borrowers are welcome to choose any participating lender. Please keep in mind the student loan industry is constantly changing, and lenders can change or eliminate borrower benefits without notice.

Please contact the office if you have any questions. We can be reached at 215-489-2272 or email .(JavaScript must be enabled to view this email address). We are here to help you!

Parents or step-parents of undergraduate students may choose to apply for the Federal Direct PLUS Loan to cover college costs for undergraduate students.

How to Apply

  • Please wait until after May 1, 2010 to apply for a Federal Direct PLUS Loan.
  • Eligibility is not based on financial need and can be used to meet the Expected Family Contribution (EFC).  You may borrow up to the college Cost of Attendance minus any other financial aid received. You will want to borrow the amount you will need for the entire academic year.  The college will determine the actual amount you may borrow.
  • Initially you must complete a Direct PLUS Loan request at www.StudentLoans.gov.  The PLUS loan request is a 4-step web form.  You will need your PIN to Sign In to access to Direct PLUS Loan Request.  On this form, basic demographic information is requested as well as the completion of a credit check.  The borrower will receive the results of the borrower-initiated credit check immediately. You will also indicate the PLUS loan amount requested and how you want a credit balance to be paid - either to the student or returned to the parent borrower.
  • If approved, the borrower must complete a Direct PLUS Loan Master Promissory Note (MPN) on-line at www.StudentLoans.gov.  You will need your PIN to Sign In to access the form.  The Master Promissory Note explains the terms and conditions of your PLUS loan and is your legally binding agreement to repay your loan to the Department of Education.
  • If not approved, the borrower is asked how he or she would like to proceed, such as not pursuing a Direct PLUS Loan, obtaining an endorser, or appealing the credit decision.  Regardless of the borrower's choice, a paper Endorser package will be sent to the borrower.  In addition, the borrower can still complete a Direct PLUS Loan MPN.
  • Once completed, Delaware Valley College Financial Aid will receive the results of the credit check and the borrower's intentions.  Once creditworthiness has been approved, the Direct PLUS Loan will credit directly to your student's account.  Loan money will generally be disbursed in two installments.
  • Repayment of the Direct PLUS loan begins 60 days after the full amount you have borrowed for a school year has been disbursed.  For more information on PLUS loan repayments, visit www.direct.ed.gov.

If you have questions or difficulties when completing the Loan Process, the The Direct Loan Servicing Center - Borrower Services can be reached at 1-800-848-0979.

Please contact the Financial Aid Office at 215-489-2272 or e-mail .(JavaScript must be enabled to view this email address) with any questions you may have about the Federal Direct PLUS Loan.

  • Delaware Valley College does not participate in any revenue-sharing arrangements with any lender.

  • Delaware Valley College does not permit any officer, employee or agent of the school who is employed in the financial aid office or is otherwise involved in the administration of education loans to accept any thing of value from a lender, guarantor, or group of lenders and/or guarantors in exchange for service on an advisory board, commission or other group established by such a lender, guarantor group of lenders and/or guarantors. The new Teacher Education Assistance for College and Higher Education (TEACH) Grant Program that provides up to $4000 per year in grants for undergraduate students who intend to teach full-time in high-need subject areas for at least four years at schools that serve students from low-income families. Students may receive up to $16,000 for undergraduate study. Part-time students are eligible, but the maximum grant will be reduced.

If you fail to complete the four-year teaching obligation, you will have to repay the grant with interest.

Effective Dates

The first TEACH Grants at Delaware Valley College will be awarded to eligible students for the 2009-2010 academic year.

Student Eligibility Requirements

To receive a TEACH Grant you must:

  • Complete the Free Application for Federal Student Aid (FAFSA) before April 1, 2009 although you do not have to demonstrate financial need.
  • Meet the eligibility requirements for federal student aid listed at http://www.delval.edu/finaid.
  • Be enrolled in a program of study designated as TEACH Grant-eligible. Eligible programs are those that prepare a student to teach in a high-need area.
  • Meet one of the following academic achievement requirements
    • Score above the 75th percentile on a college admissions test (e.g. SAT, ACT, GRE)
    • Graduate from high school with a cumulative GPA of at least 3.25 (on a 4.0 scale) to receive a grant as a freshman, or
    • Have a cumulative GPA of at least 3.25 (on a 4.0 scale) on your college coursework to receive a grant for each subsequent term.
  • Complete TEACH Grant counseling.
  • Sign a TEACH Grant Agreement to Serve and respond to requests by the U.S. Department of Education confirming your continuing intention to meet the teaching obligation.

TEACH Grant Agreement to Serve and Promise to Pay

Each year you receive a TEACH Grant, you must sign a TEACH Grant Agreement to Serve and Promise to Pay (service agreement) that will be available electronically on a Department of Education Web site. The TEACH Grant service agreement specifies the conditions under which the grant will be awarded, the teaching service requirements, and includes an acknowledgment by you that you understand that if you do not meet the teaching service requirements you must repay the grant as a Federal Direct Unsubsidized Loan, with interest accrued from the date the grant funds were first disbursed.

Teaching Obligation

To avoid repaying the TEACH Grant with interest you must be a highly-qualified, full-time teacher in a high-need subject area for at least four years at a school serving low-income students. You must complete the four years of teaching within eight years of finishing the program for which you received the grant. You incur a four-year teaching obligation for each educational program for which you received TEACH Grant funds, although you may work off multiple four-year obligations simultaneously under certain circumstances. Specific definitions of these terms are included below.

Highly-Qualified Teacher

You must perform the teaching service as a highly-qualified teacher, which is defined in federal law. The definition of highly-qualified teacher can also be found online at: http://www.ed.gov/policy/elsec/leg/esea02/pg107.html.

Full-Time Teacher

You must meet the state's definition of a full time teacher and spend the majority (at least 51 percent) of your time teaching one of the high-need subject areas. Elementary teachers who teach many subjects would not be able to fulfill their service agreement.

High-Need Subject Areas

  • Bilingual Education and English Language Acquisition
  • Foreign Language
  • Mathematics
  • Reading Specialist
  • Science
  • Special Education
  • Other teacher shortage areas listed in the Department of Education's Annual Teacher Shortage Area Nationwide Listing at http://www.ed.gov/about/offices/list/ope/pol/tsa.doc.

Schools Serving Low-Income Students

Schools serving low-income students include any elementary or secondary school that is listed in the Department of Education's Annual Directory of Designated Low-Income Schools for Teacher Cancellation Benefits at https://www.tcli.ed.gov/CBSWebApp/tcli/TCLIPubSchoolSearch.jsp.

Documentation

You must respond promptly to any requests for information or documentation from the U.S. Department of Education, even if they seem repetitive. These requests will be sent to you while you are still in school as well as once you are out of school. You will be asked regularly to confirm that you either still intend to teach or that you are teaching as required. You must provide documentation to the U.S. Department of Education at the end of each year of teaching.

If you temporarily cease enrollment in your program of study or if you encounter situations that affect your ability to begin or continue teaching, you will need to stay in touch with the U.S. Department of Education to avoid your grants being converted to loans before you are able to complete your teaching obligation.

Important Reminder

Failure to complete the teaching obligation, respond to requests for information or properly document your teaching service will cause the TEACH Grant to be permanently converted to a loan with interest.

Once a grant is converted to a loan it can't be converted back to a grant!

This form is for currently enrolled students only.

Pursuant to Title IV Federal Student Aid (FSA) regulations, credits to a student’s tuition account caused by Title IV funds must be reimbursed to the student/parent within 14 days of the posting.

Please take the time and click on the link below to print out the Financial Aid Refund Release Form (FARRF). You may mail this form to the Bursar’s office at Delaware Valley College, 700 East Butler Avenue, Doylestown, PA 18901 or fax it to us at (215) 230-2972. The completed form will be kept in your file in the Bursar’s office and remain in effect until the student graduates or completes a new release form.

When a credit occurs on your account due to Title IV funds, we will access your file to determine your refund manner. If there is no FARRF in your file, a Notice of Credit Balance will be sent to your home address the day the Title IV funds are disbursed. If there is no response by the 13th day, the funds will automatically be refunded and mailed to your home address. Parent Plus Loan proceeds will be made payable to the borrower. All other proceeds will be made payable to the student.

  1. File the Federal Aid application as early and as accurately as possible. Filing is free.
  2. Contact the schools to which you have applied for their particular deadline information and other required forms.
  3. If you have a change in your financial status due to unemployment, disability or another reason, advise the financial aid administrator at your intended school.
  4. Scholarship searches on the web are free. Contact financial aid offices and high school guidance counselors for recommended search sites. Many sites are direct links from the school's financial aid website.
  5. Copy and date everything before you mail it.
  6. Keep everything relating to financial aid in one place (an expandable file folder, a box, a paper bag or a drawer all work well).
  7. If you don't know, please ask! Financial aid information is FREE!
  8. Keep your son or daughter involved in the financial aid process. Remember, most correspondence will be addressed to the student, not to the parent.
  9. Students must file for Federal financial aid every year. When W-2 forms begin to arrive, start thinking about the financial aid application.
  10. Educate yourself about financial aid programs and terms through free sources, such as high school guidance offices and college financial aid websites. Check our "Useful Financial Aid Links" for great information.

  1. Apply for admission to Delaware Valley College. Most colleges will not offer you financial aid unless you have been admitted.

  2. The next step is to complete the Free Application for Federal Student Aid (FAFSA). Mail or file the FAFSA online, found at www.fafsa.ed.gov. Please do this as soon as possible after January 1 of your senior year and you have filed your current year income tax forms. Your parents will need to complete their tax forms in order to provide necessary income information on the financial aid form. Indicate on your form that you want the analysis sent to Delaware Valley College (Federal College Code 003252). The information you provide on the FAFSA will be processed to determine your eligibility for grants, work-study programs and loans.

  3. Once we have received your application data and you have been accepted to DelVal, the Office of Financial Aid will determine your eligibility for financial assistance from federal, state and DelVal resources. Financial aid will vary depending on the program you are interested in, high school grades, SAT scores and your financial eligibility in relation to other applicants.

  4. Your financial plan will be packaged and sent to you. You are encouraged to discuss the package with a Financial Aid Counselor if you have questions about the material. The packages are awarded on both a need and non-need basis with funds from institutional, state, federal and private sources. Resources include scholarships, grants, gift assistance, employment and loans.

For more information, or if you have a specific question, please call 1-800-2-DELVAL or 215-489-2272 or email .(JavaScript must be enabled to view this email address).

Your decision to attend Delaware Valley College is based on several factors: the programs offered, the location of the campus, quality of the faculty, facilities and of course the financial aid available to you. Although Delaware Valley College is a private institution, it is quite affordable.
